Its a variation on an old trick from my years as a "CADD guy". You see, AutoCad used to store scale factors for drawings in "1/4s" so when you drew a drawing and wanted it to appear at a scale of 1"=1'-0", you had to scale the text up by a global factor of 12. After a while you knew by the global scale factor what the "real world" scale was.
