...I think how ebay will tell is that the only invoices you can send out will go through paypal. Probably has a program where if you don't send out the paypal invoice or if you don't get paid red flags will go off. Don't think this will be that hard for them to do.
...Again you have to remember for probably 99% of the buyers on ebay right now they want to use paypal so probably ebay is mostly making sure that all sellers are using it.

So ebay march to the bottom eh?....uhmm what on line auction site is above them doing better or is bigger? If they are on the bottom you are going have to go down in the basement and dig a deep hole to find the closet one to them.

I actually think a poor economy will help ebay as more people stay home and shop for deals instead of going out buying new and retail...Todd
