>This goes back about five decades but I don't think they always started on the surface plate. some parts were started using a straight edge or another mechanical reference then after it was deemed good enough the part was placed on the reference plate or in some cases the plate was placed on the part.
Accuracy of this process can be phenomenal with average surface flatness measured in millionths of a inch.
