In the Bedrock or Bailey adjuster, there is a little bent finger, or tang, that has to reach through the blade and engage the chipbreaker. The adjuster screw makes the tang move, and the tang's engagement with the chipbreaker is what moves the chipbreaker/blade assembly (I apologize profusely if this is all totally obvious to you!!).

Reason I mention all this, is that it sounds like the tang is not engaging the chipbreaker slot. Check to see if it is. If it isn't, then you need to move the chipbreaker relative to the blade until the tang engages. Or else the blade is too thick for the tang to reach through and engage the chipbreaker. How thick is this Hock blade?
