David, soaking is an option, not a prerequisite in using the Pro stones. Shapton (Japan) actually state “ Shapton stones do not need to be soaked except the very first time after purchase. We do recommend that on first use, you pre-soak the stone in water for five to six minutes to secure even smoother sharpening.“

The reason I went to Shapton in the first place was that they are splash-and-go. Soaking may well improve their functionality, however I suspect many choose them (like Sigma) because they work with minimal prepping.
