For tough spots to plane, try wetting the wood with water or low odour paint thinner. Softens the fibres so they cut more easily.
For some trouble spots I've soaked the area with cyanoacrylate before planing. Holds the fibres together.
For most trouble spots I just switch to sandpaper.
