A paper edge like that is probably a drawn burr (of course). I'm guessing the wax gives the paper some conviction as well as smoothness and wear resistance, and probably heat removal.
Probably one step off of being able to give you a really fine and durable edge.
Wiley's bringing up of the Koch topic caused me to go watch a video. I was wrong about what it is (I thought it was specialty saturated wheels, and maybe they are, but they look more like charged hard buffs. probably not too much different from what you remember seeing).
I'm not going to be able to resist experimenting with this.
