My experience with the Formax, and with al-ox powder of similar grit (like Wood is Good honing powder), is that it is pretty aggressive--one could use it on mdf and effectively make a cheap fine stone that way. It will raise a burr and stropping with it will not remove all remnants of the burr, at least for me--it needs to be followed with a plain strop or some palm stropping.
My thought with the 0.3 stuff is that putting a bit (with oil, like you say) on a strop could speed the the removal of the remnants of wire edge, and do it thoroughly. Currently I go from a washita, to a trans ark, to a plain leather strop, and the stropping is the slowest part of the process.
In any case, for ten bucks it's worth an experiment.
