Agree re. small cutoff wheel.

One can buy metal-cutting blades for fretsaw/scrollsaw and small bandsaws. I have not tried them for this application.

Subsequent shaping with files is easy.

Final edge treatment for complex shapes can be done with slipstones, fine abrasive paper/film wrapped around sticks, slips of hard wood with embedded diamond paste, carbide fragments from broken cutting tools, etc.

As others have pointed out on this forum, you do not need to turn a burr to get efficient scraping, but the shank of a small twist drill can do the job.

I have made scrapers from Japenese-style pullsaw plates and from Western-style backsaw plates. I prefer the former for fine detail work -- YMMV.
