If you're already equipped, this is a lot like getting plane irons with new steel in them, because they really don't offer anything functional (for example for me) than a stock stanley iron (equipped assumes that you can sharpen in a minute and a half or are willing to work toward it).
If you're not equipped, or you're not willing to work toward the sharpening goal, then maybe V11 is worth it.
For me, I'd not suggest any older wheels over a budget CBN wheel ($99). What often follows even the lower grade wheels is diamond tools to true them, balancing kits, all kinds of stuff. If someone is productive and using a lot of hand tools, they'll wear out soft wheels. I won't wear out CBN, probably. If I do, it will pay for itself in wheels in the interim, but have the advantages you mention. No shaping a wheel and no loose grit.
