I’ll try the low-tech plan first, using a couple of plywood slabs or more likely thin steel bars to suspend the whole apparatus by the stuck wheel`, then try to break the seal by punching on the arbor end.

If that doesn’t work, will look into the can puller, although this is a 10-inch wheel so .......
