I couldn't really provide much helpful talk without having something to copy in hand. I'd bet the neatness of the work inside the forearms probably varies a lot by era and manufacturers, but I figured you'd remake it given how lovely the stock...well, stock stock? is. It'll embarrass the fore part of the stock.
I've had pretty good luck with things like you're talking about with patternmaker's gouges and specialty scrapers (as in, if the grain lifts when you pare it, you can just square up the front of a gouge and scrape it instead. It's slow work combined with some decent double cut files, but it's safe).
