My chisel appears to be a James Swan 1/8" firmer gouge. Firmer gouges are listed in the James Swan Company Catalogue of 1911. The 1/8" size is the smallest size listed. The illustration in the catalogue are indistinct, so it is hard to tell what the edge looks like. In any event, that's the only thing I can find online that explains the chisel. I can't imagine what one would use a 1/8" firmer gouge for, but I've got one. If I find a use for it, I'll post an update.
