I'm not sure what the manufacturer would have called it (I'll have to look that up in a old catalogue) but I would call it a bench gouge or a socket firmer gouge. I think I have examples made by Witherby and Ohio Tool. I haven't really found a use for them, they were probably meant to be used like any other bench gouge, hit with a mallet.
