I can get japanese chisels from japan for about $10 each (from a proxy auction - I can't pick matched sets for that price, but sometimes a matched set isn't really what you need).
The above is one that cost me 8 or 10 bucks as a part of a group. I rounded it over tonight (which is a more comfortable version of the koyamaichi chisels) and then cleaned up the work with a deburring wheel.
So, something like 10 bucks plus 10 minutes.
I don't have any thoughts about whether or not it's japanese or western, just mangle anything you have into something like this. I don't have any western chisels I want to mangle at this point. but I already have two that I've hollow ground the sides on that are narrow like this (the two buck chisels I mentioned - of course, this chisel is better, and I did a nicer job on it than I did my other ones, because I knew I'd be taking a picture).
