Are you using laminated (Japanese) plane irons and chisels?
Homogeneous Western tools that are hardened all the way through are typically Rc59 and above, and that's enough not to clog a CBN wheel. I don't worry about it or clean the wheel at all.
Mild steels and iron can indeed load the wheel. That's only happened to me once that I remember, when I used my CBN wheel to shape some mild 1018. I ground a hardened scraper (~Rc52) a bit to remove it and the wheel didn't seem any worse for wear, though I've avoided unhardened metals since.
I don't hollow-grind laminated tools in any case. They don't really need it because they sharpen so easily to begin with, and I'm concerned that hollow-grinding slightly compromises the integrity of the weld. I don't know if it's enough to matter, but I don't take chances.
