That's consistent with my experience with water stones. Other abrasives leave a shiny, mirror like surface the bevels of my Japanese chisels. With higher grit water stones, the softer metal (wrought iron, mild steel, whatever else) develops a haze, as if the smaller abrasions were bring scrubbed away instead of burnished over.
