I have to think that the reason there aren't many 3V chisels is because most people are used to working O1, and can work O1 faster with machines. And heat treating would have to be done on a separate schedule.

That and especially, most people making chisels wouldn't like to triple the cost of the steel used in their chisels on something that they want to sell to you for $60. Maybe their wholesale is half of retail, or a little more or less (which is still relevant for LV, because they bear the cost of retailing instead). If you've got $30 of budget for a chisel, burning through $10 worth of steel on one instead of $3 is a big deal.

Our odds of getting the best chisel steel in a western chisel, no cost considered, are about as good as our odds of making a perfect original chisel design in our own garages.

If 3V cost the same as O1 and worked as easily without work hardening, we'd probably have it instead of O1.
