Lightly hollow grind the back so that you have about 1/16" left around the side and about 3/8" left at the tip , forget all of the sandpaper. (Flatten your water stone on that) The flatten the chisel on the water stone and polish as fine as you can.

To hollow grind the back you can use a bench grinder or a die grinder or dremmel tool, dont take much metal off just get it below the suface.
Like a Japanese chisel, just not as pretty.
