On Bill's picture, it's just the ragged edge on the chisel. It may be that some of it came off during the honing process before the picture, too. It's hard to tell how much of it is pieces hanging off that should've left during honing, and how much of it is actually part of the chisel bevel that a well intentioned person would otherwise have wanted to keep on the edge of the chisel.
