Maybe because only a little is needed, and it tends to be spread out on the cut and not generating a lot of concentrated heat. I've gotten accelerator in cuts (not trying to accelerate glue, just coincidental), and that does sting like crazy. Given how CA fumes burn the eyes, it is surprising that it doesn't seem to bother cuts.

The sheep tails might have worked if the bleeding had stopped before gluing. Also cuts that are producing lymph (clear liquid) don't seem to take well either. Then again, if there was moderate tension on the flaps, you'd probably have to re-glue every couple days.
