Cut each piece to final dimensions using standard techniques (jointer, planer, table saw, etc) then cut the slots for the panels. There really isn't even much, if any efficiency to be gained by doing it the way he describes, but plenty of potential for the final pieces to come out twisted or bent due to stress release after being cut to final size.
