The charge should be treason !
Punishment; service chief's choice death by hanging, firing squad, or keel hauling.
Since this is a USN vessel, choice should be keel hauling on a ship that has not had her hull cleaned in the last year. The punishment should be done while under way.
A bit brutal but the punishment must also serve as a warning.
