I have just chucked a piece of threaded rod into a drill press, and sharpened the spinning rod with a file or stone. This avoids the problem of the head of the bolt getting in the way, and you can lock a couple of nuts against one another to mimic the head. If your chuck has clearance for the head, that would be simplest.
