I have better luck making FA by putting "black" steel (the hot rolled steel you get about anywhere) or rusty steel in vinegar. The steel wool I get seems to be oiled, which inhibits conversion. I "pickle" sole plates before machining so I have lots of the juice, it keeps forever.
