Hi Bill,
Did your ISP tech support make signal measurements on-site at you house, or remotely?
If not on site, I'd insist on a tech coming out and verifying that the signal level at the box on the house at the end of the ISP line had good levels before I would rewire the house.
To minimize crosstalk and noise coupling from power lines, you want to cross wires at 90°. Long parallel runs next to 120VAC lines will cause problems. Shielded wires will help for electrostatic noise, but not for electromagnetic.
