I 'm almost your next door neighbour (Vancouver BC) and use a heat pump in the house. I've got electric backup which cuts in when the temperature drops. I can tell you that once the outside temperature drops to about 35f, the heat pump doesn't do much even with the electric boost. I've got a wood stove which does a good job when the weather gets cold. Short of putting in a heat pump with natural gas as a booster for cold weather I'd look for other options.
