I've been around a lot of rope splicers who use a variety of manufactured and homemade fids to splice stranded and double-braid ropes. None of their fids look anything like this one.

Upholstery or some sort of sewing is more likely.

I'm going to send the pic to a splicer and see if he recognizes it.
