I have painted a bunch of them. I prime them with a good spray bomb primer like Kilz and then I use the wall color latex. Mine are the regular old plates made of plastic. No issues yet (some are 10+ years painted). Our wallpaper hanger covered a bunch too. He did a fantastic job (he even covered an ac vent!).
